
Ontario OINP Redesign 2026: New Workforce Priority Stream Explained
Ontario has made one of the biggest changes to the Ontario Immigrant Nominee Program, also known as OINP. From 26 June 2026, Ontario introduced a new immigration stream called the Ontario Workforce Priority Stream.
This update is important for skilled workers, foreign workers already employed in Ontario, self-employed physicians, employers and Canada PR applicants. The new system gives more importance to genuine Ontario job offers, verified work experience, language ability, education and employer eligibility.

What Has Changed in OINP?
Earlier, OINP had multiple separate immigration streams. Applicants had to choose from different pathways, and each stream had different eligibility rules.

Now, Ontario has redesigned these pathways and introduced the Ontario Workforce Priority Stream. The new stream is designed to make the process simpler and more focused on Ontario’s labour market needs.
Why Did Ontario Make This Change?
Ontario introduced this redesign to make immigration selection more practical and employer-focused.
The main goals are:
To simplify the application process
To help employers retain foreign workers
To select applicants who can support Ontario’s labour market
To reduce fraud and misuse of the program
To support rural and northern employers
To improve the quality of applications
In simple words, Ontario wants to nominate applicants who have the right skills, genuine employment and strong potential to settle successfully in the province.
New Ontario Workforce Priority Stream: 3 Main Pathways
The new Ontario Workforce Priority Stream has three main pathways.
1. Skilled Workers Pathway — TEER 0 to 3
This pathway is for skilled and professional occupations. It may suit applicants working in roles such as:
Software Engineers
Accountants
Registered Nurses
Electricians
Civil Engineers
Marketing Managers
Financial Analysts
HR Professionals
Mechanical Engineers
IT Professionals
Main Requirements
Applicants generally need a full-time permanent job offer from an Ontario employer.
They must also meet work experience requirements. This may include:
6 months of work experience with the same employer in the last 12 months
or
3 months of experience for eligible Ontario graduates
or
2 years of work experience in the same occupation within the last 5 years
Language requirements may be around CLB 6 for many occupations and CLB 5 for certain roles. Applicants may also need a post-secondary diploma or bachelor’s degree.
2. Self-Employed Physicians Pathway
This is one of the most important new updates.
Self-employed physicians in Ontario may now have a clearer pathway to permanent residence without needing a traditional employer job offer.
To qualify, physicians may need to:
Be registered with the College of Physicians and Surgeons of Ontario
Hold an eligible registration certificate
Be eligible to bill through OHIP
Meet professional and regulatory requirements
This pathway is useful for doctors who are already working independently in Ontario and contributing to the healthcare system.
3. TEER 4 to 5 Workers Pathway
This pathway is for workers in important support and essential roles.
It may include occupations such as:
Personal Support Workers
Home Support Workers
Food Service Supervisors
Retail Supervisors
Hospitality Workers
Manufacturing Workers
Certain driver or labour roles, depending on NOC classification
Main Requirements
Applicants generally need a permanent full-time job offer from an Ontario employer.
They may also need:
9 months of work experience with the employer within the last 2 years
Minimum language level of CLB 4
Canadian high school diploma or equivalent
This pathway can help workers in sectors where Ontario employers are facing labour shortages.
Major Changes for Employers
Ontario has also made changes to support employers, especially those in rural and northern communities.
Earlier, some small employers found it difficult to meet higher revenue requirements. Under the redesigned system, rural employers may get more flexibility. This can help businesses outside major cities hire and retain international talent.
For applicants, this means job opportunities outside Toronto and other major cities may become more valuable.
What Happens to Old EOI Profiles?
The old OINP Expression of Interest system has been closed as part of the redesign.
If an applicant created an EOI but did not receive an invitation before the changes, they may need to create a new profile when the updated system opens.
Applicants may need to:
Create a fresh Expression of Interest
Submit updated profile details
Provide a valid Ontario job offer
Apply under the new Ontario Workforce Priority Stream
Applicants who already received an Invitation to Apply and submitted their application before the changes may continue under the old rules, depending on their case.
What This Means for Indian Applicants
For Indian professionals, this update can be positive if they already have a genuine Ontario job offer.
The new system is simpler because many old streams are now combined under one main pathway. But the requirements may be stronger than before.
